Shanghai Electric Vehicle Public Data Collecting, Monitoring and Research Center

With the worldwide shortage of traditional energy sources, encouraging and promoting new energy vehicles has almost become the unanimous choice of the automobile industry in developed countries to deal with energy issues. Therefore, China and the United States jointly purposed the "Electric Vehicle Initiative" at the first Clean Energy Ministerial Meeting in 2010 and received positive responses from dozens of countries including Germany, Japan, France and the UK, as well as the International Energy Agency. In order to effectively promote this initiative, in 2011, the Ministry of Science and Technology approved Shanghai as the only international pilot city for electric vehicles in China and Jiading as the Shanghai International Pilot Zone for Electric Vehicles(EV Zone). In 2012, the Ministry of Science and Technology approved Shanghai International Automobile City (Group) Co., Ltd. as the "International Science and Technology Cooperation Base" for electric vehicles and carry out the promotion and implementation of the pilot area. Under this background, the Shanghai Electric Vehicle Public Data Collecting, Monitoring and Research Center, which was launched by Shanghai International Automobile City (Group) Co., Ltd., was formally established in December 2014, with Shanghai Municipal Commission of Economy and Informatization providing business guidance. In the same year, the Data Center sponsored and participated in the drafting of the local standard of Shanghai Municipality, "Technical Specifications for Public Data Collecting of New Energy Vehicles and Charging Facilities", which provided an important reference for national standards on data acquisition of new energy vehicles.

By of the end of December 2017, Shanghai Electric Vehicle Public Data Collecting Platform has access to 68 new energy vehicle companies and 307 models. The collected data includes real-time data such as vehicle driving, battery, motor and charging information, with a total of 80 items, achieving the full access of passenger cars and commercial vehicles sold in Shanghai.

With more than three years of rapid growth from 2015 to 2017, the Data Center has accumulated access to more than 150,000 new energy vehicles and became the world's largest platform for data collection and analysis of new energy vehicles. Now the center has carried out researches on consumer behavior such as travel characteristics, energy consumption characteristics and charging characteristics of passenger cars and commercial vehicles, as well as user interview research on new energy vehicles.

In the past three years, the Data Center provided data consulting services to government departments such as the Shanghai Development and Reform Commission, and the Shanghai Municipal Commission of Economy and Informatization, as well as domestic and foreign automobile enterprises, well-known research institutes and energy foundations.

Since its establishment, the Data Center carried out a number of research projects at the municipal level and formed more than 30 reports regarding the government, industry, enterprises and other special studies.

As a big data platform in the field of new energy vehicles, the Data Center is also taking the lead in data openness. In September 2017, the Data Center officially opened the Shanghai New Energy Vehicle Data Open Innovation Laboratory as the first big data open platform in the field of new energy vehicles. The laboratory aims to explore the combined develop road of "new energy vehicles" and "big data".

As the executive unit of "China-US Electric Vehicle Shanghai-Los Angeles Electric Vehicle Data Collecting and Research Framework Agreement", the Data Center actively participated in the international exchange. From 2014 to 2016, it conducted regular bilateral exchanges with the U.S. IDAHO National Laboratory and the U.S. Davis to conduct data collection and research on electric vehicles between China and the United States. In 2016, the Data Center joined the "China-US Clean Car Alliance" signed by the heads of state of China and the United States. In 2017, it participated in the project of "China-Germany Electric Vehicle International Pilot City" signed by the heads of state of China and Germany.

The Data Center was born in the first three years. In the next three years, the Center will focus on "Data Governance, Data Openness and Data Services", via the establishment of new energy vehicles big data analysis platform, and combine with traffic data, infrastructure data and urban activity data. It will actively explored diversified cooperation modes with various institutes of production and research to promote the integration and application of new energy vehicle data in key areas such as transportation, insurance and telecommunications, to enhance its public service level, and to play an active role in promoting Shanghai as an international pilot city of electric vehicles.
