Transport Planning and Research Institute, Ministry of Transport

交通运输部规划研究院是交通运输部直属事业单位,专门从事行业重大发展战略与规划、政策与法规、体制与机制等研究工作。我院立足于服务政府、服务行业,当好交通运输部智囊团,做现代交通运输业发展智库。

Transport Planning and Research Institute (TPRI) is a public institution, directly under the Ministry of Transport of China(MOT), China, specialized in the research of major development strategies, plans, policies, regulations, systems and mechanisms in the transport industry. TPRI functions as the brainpower of the MOT, serves as the think tank of modern transport industry by offering competent services for the government and the transport sector.

TPRI was established in March 1998, as a public institution directly affiliated to the MOT, was constituted by divisions for transport planning and verification from two subsidiaries of the former Ministry of Communications (predecessor of the MOT), namely Highway Planning and Design Institute, Waterway Planning and Design Institute, which were both founded in the 1950s.

The activity of TPRI is based on the competence of its over 300 employees. Among them, 61% are senior engineers, and 69% holds master's degrees or doctoral (post-doctoral) degrees; 8 are awarded with government special subsidy; 50 obtained the Certification for Practice of Registered Consulting Engineer; 10 are awarded as Transport Youth Talents; and more than 100 were selected into the expert database of MOT.

TPRI has done the research of "13th Five-Year Plan" for the Development of a Modern and Integrated Transportation System of China, Strategy for Serving "the Belt and Road Initiatives", Strategy for Serving Yangtze River Economic Zone, National Expressway Network Plan, Layout Plan for National Coastal Ports, National Water Transport Safety Plan, commissioned by MOT. Also, TPRI has built the Transport Environmental Data Center, which is the only ministerial-level information system in the energy-saving and environmental protection area for China's transportation industry, together with and information center for national transport monitoring network.

Bearing in mind the importance of "advanced technology, high-qualified service, capacity building and institutional construction" in its past development and future growth, adhering to the orientation of "respecting people, encouraging innovation, striving for excellence, and promoting openness and inclusiveness", TPRI devotes to enhancing external influence, core competitiveness and team cohesion, make efforts to become a professional consulting institutions, featuring in its authoritativeness in transport sector, domestic leading role and international reputation.
