Towards Zero Emissions Transportation Forum - CCTP 2019 Annual Meeting

On April 25, 2019, the China Clean Transportation Partnership (CCTP) successfully hosted the “Towards Zero Emissions Transportation Forum - CCTP 2019 Annual Meeting” in Beijing. The meeting was held after careful preparations and was under the background of the grand opening of the “The Second Belt and Road Forum for International Cooperation”. The CCTP is a non-governmental, non-profit platform for voluntary communication, cooperation and opinion transfer, jointly initiated by the research and promotion of China's clean traffic innovation mechanism. As an annual CCTP event, a great number of organizations and companies, including 18 partner organizations, gathered together with more than 100 experts and industry practitioners to discuss the feasibility of reducing transportation energy consumption and emissions, as well as energy conservation and the future development of electric vehicles. These organizations included the Energy Foundation, the Innovation Center for Energy and Transportation, the Vehicle Emission Control Center of the Ministry of Ecology and Environment, Energy Research Institute of National Development and Reform Commission, the Transport Planning and Research Institute of Ministry of Transport, China Academy of Transportation of Sciences, the Society of Automotive Engineers of China, the China Automotive Technology and Research Center, Tsinghua University, the Beijing Institute of Technology, the Beijing Transport Institute, the Shanghai Electric Vehicle Public Data Collecting, Monitoring and Research Center, Clean Air Asia (CAA), the Natural Resources Defense Council, The World Resources Institute, the Rocky Mountain Institute (USA) Beijing Representative Office, the T Institute for Transportation & Development Policy, and the Shenzhen Urban Transport Planning Center Co. Ltd.

The annual meeting has four topics, namely: 1. The Environmental Impact and Emissions Control of Transportation; 2. 2050 Clean Transportation Outlook; 3. Energy Saving and New Energy Vehicles Collaborative Development; 4. Traffic Structure Optimization and Transportation Integration Development. Each topic is hosted by a CCTP partner agency leader or executive committee member, with four guests presenting a topic-related speech. At the same time, in order to enhance the interaction between experts and participants, there is also a theme discussion and time for audience questions after the guest's speech.

Topic 1:The Environmental Impact and Emissions Control of Transportation

Topic 1 Host:Xin Yan, Program officer, Energy Foundation China

Ms. Xin Yan, the host, pointed out that with the development of transportation, the traffic source has become the largest source of pollution in the region. It’s of great importance to discuss the future control focus and control direction. Mr. Yin Hang, Chief Engineer, Vehicle Emission Control Center of the Ministry of Ecology and Environment, Ms. Li Yue, Director of the Environment Division, Planning and Research Institute of the Ministry of Transport, Mr. Liu Bin, Chief Expert of the China Automotive Technology and Research Center, Director of the Policy Research Center, and Mr. Wang Zhao, Chief Engineer at the Auto Standardization Research Institute, China Automotive Technology and Research Center, gave speeches and discussed the topic. Ms. Li Yue pointed out that as a transportation forum, it is quite necessary to discuss ship discharge and water transport in the theme of emission control. In the course of the speech, Ms. Li Yue stated that the route of China's ship pollution control must be taken from no control, to the control of the frontal area, to national control, and then to the global requirements in the next stage, even leading into the surrounding countries.

Mr. Feng Zhenhua, Associate Research Fellow at the Transportation Research Institute of the Ministry of Transport, Mr. Yang Fuqiang, Senior Consultant at the Natural Resources Defense Council, Ms. Ren Huanhuan, Assistant of the Director at the Data Resource Center of the China Automotive Technology and Research Consulting Department, and Ms. Liu Ying, Director of the Energy Conservation and Emission Reduction Center, Beijing Transportation Development Research Institute, expressed their views and prospects on low carbon emissions, China's oil consumption control, China's traditional automobile and new energy vehicle development trends, and Beijing's comprehensive traffic electrification strategy.

Topic 3:Energy-Saving and new Energy Vehicles Collaborative Development

The topic was hosted by Mr. Ding Xiaohua, Executive Committee Member of the China Clean Transportation Partnership. Professor Wu Ye, Vice President of the School of Environment, Tsinghua University, Mr. Zhang Fan, Director of the Strategic Alliance Promotion Department, China Electric Vehicle Charging Infrastructure, Ms. Kang Liping, Senior Manager of the Clean Transportation Project, Innovation Center for Energy and Transportation(iCET), and Ms. Yang Zifei, Senior Research Fellow at the International Council on Clean Transportation(ICCT), respectively, discussed and analyzed the environmental impact assessment of electric vehicles, the development status of China's charging and hydrogenation facilities, the coordinated development of traditional fuel and new Energy Vehicles, and automobile energy saving potential and economic cost.

Professor Lu Huapu, Director and Professor of Transportation Research Institute of Tsinghua University, Mr. Liu Shengqiang, Director of the Environment Division, Planning and Research Institute, at the Ministry of Transport, Ms. Gan Mi, Associate Professor of the School of Transportation and Logistics, Southwest Jiaotong University, and Ms. Liu Huan, Associate Professor of the School of Environment at Tsinghua University, discussed and analyzed the development strategy of China's freight energy conservation and emission reduction, China's transportation structure adjustment policy, the basic conditions of China's highway freight transportation, and the evaluation of the effects of China’s transition from highway to railway transportation.
